(1)      準備好申請人身分證及影本，受葬人的死亡證明書正本，向辦理海葬的縣市政府（臺北市、新北市、桃園市、臺中市、臺南市、高雄市、宜蘭縣、花蓮縣及臺東縣）申請。

(2)      遺體應事先火化，火化後之骨灰應再經處理，磨細後才能進行骨灰拋灑。

(3)      要特別注意，骨灰可以直接拋灑，亦得裝入容器後拋灑。容器的選擇上，必須符合易腐化且不含毒性成分的原則。像是紙袋、紙盒、紙罐或玉米澱粉塑膠容器都是首選。
